Put several SVG files onto one canvas, in a row or a grid, with the spacing and margins you choose. Every file is placed as its own nested SVG, so it keeps its coordinate system and proportions exactly.
Ids inside each file are renamed before combining, and every reference to them is updated, so two files that both use a gradient called “a” no longer fight over it. Reorder the files with the arrows and export one clean, sanitised SVG.
